Dark buff against Steel means it's a fantastic STAB to rely on, with Waterfall secondary, it's basically running Crawdaunt's moves, who basically runs almost unresisted. Ice Fang is likely to be stronger than LO Ice Beam or at least comparable given how its Attack is likely to still be its best offensive stat. If it's a little less, you can always run Ice Beam. However, a friendly reminder that your new Strong Jaw boosted Ice Fang not only outpowers Ice Beam by 7 points, it also has an additional 10% chance to flinch in addition to the 10% chance to Freeze they share.
Despite how little it does for Waterfall, Strong Jaw basically boosted everything that mattered: a double boosted STAB and a now-great base powered coverage move.
It can't even be a similar case of M-Blaziken vs LO Blaziken in damage, because that boost to Strong Jaw Crunch alone beats out LO, and that's BEFORE the mega stat boosts (which will also give it some bulk to hopefully better survive a stray Bullet Punch/Aqua Jet/Ice Shard).
Serebii lists that all of its Stats are going up as a Mega, so that means Speed is too. If it even gets at least 105 base Speed, at +1 it outspeeds all the relevant non-priority meta and will do more damage than standard Sharpedo with the defensive boosts.
Sure, Sheer Force might has been nicer for the sake of boosting Waterfall, but Strong Jaw boosts are even better than SF on 2 of its 3 attacking moves, and you still get to keep the flinch rate.
