It's clear by now that GameFreak puts zero effort into balancing their game, and don't playtest it for a second. Mega Rayquaza and Salamence confirms that. If some super nerds who knew what they were doing were in charge, then we'd see something good.

The strongest special attacker does a whooping 3 HP more damage (if max roll) than greninja.

Also deoxys-A is as bulky as wet tissue in a blender machine, greninja is at least paper tier.

The difference between Greninja and Deoxys-A is that Deoxys-A has 180/180/150 offensive stats, plus Psycho Boost. Greninja does not have that, not even with Protean.

The difference is Deoxys-A was banned for his ability to hit everything because of his diverse movepool, not psycho boost. Not to mention Greninja also has the ability to use his type changing to a great advantage making him even more durable.

Greninja is diverse. Deoxys is not.
That's the raw reason why it is indeed broken.

And being able to switch defensive types on a whim is a good substitute for a lack of bulk.

Protean gives Greninja an effective sp.atk of 179. That's literally it. That's one point lower than Deoxys-A's. Plus Greninja doesn't get super STAB on Psychic.
