I have always wanted a Mew on my FR/LG game. What's the best way to get it on the physical cartridge? Action Replay? Game Shark?

With a DS Slot 1 flashcart, use the savegame-manager (https://code.google.com/p/savegame-manager/) with the FireRed or LeafGreen cart in Slot 2, then dump the save, edit it with A-Save on the PC (http://projectpokemon.org/forums/showthread.php?31254-A-Save-(3rd-Generation-Save-Editor)), and send it back.

Would the game recognize a GS mew as faulty/illegitimate? Wouldn't it be easier for OP to just GameShark the item in Emerald that allows him to catch a mew and transfer it over from there?

cant transfer gen 2 to gen 3 sadly

only way you can get a legitimate mew is on diamond pearl (japanese Wii) Platinum using pokemon ranch, just stuff it full of rattata's until you get the change to trade for it.

Where there even FrLg events anywhere for Mew? I thought only Emerald got it in gen3. In Japan only.

There was an in-game event and only Japan got the item that triggered it, but there were other distributions of Mew itself outside of Japan too.
