Smogon's problem is that it is trying to balance an unbalanced part of the game. Single's were never intended to be competitive, which is why the majority of the storyline battles are singles. Balanced is infinitly more complex and is actually a decently balanced. Smogon is trying to weigh a Pokemon's worth based on a broken scale.
