This thing is would not even be good in Little Cup as it is. It's got stats of middle evolutions and is thoroughly outclassed by a whole bunch of other Normal/Flying types. Not even mega would fix it unless it got Huge Power + M-Beedrill treatment. Just give it a regular evolution first, possibly with slight movepool expansion.
