Actual phazing moves weren't always efficient because you have to rely on negative priority, and in a gen like Gen II, this can potentially backfire with how negative priority worked back then. Facing against something with Haze left the opponent two options, 1v1 with a pokemon with Haze, which resets the stats just as much as being phazed out, or actually switch out and try to set up later, ruining the momentum of a pokemon setting up/stalling.
