No, what we got was something entirely different, and while it still focused on a third legendary, it was an obvious departure from the formula. If you think they wouldn't be willing to abandon the formula altogether, then you might be in for a surprise.
With the new Nintendo console on the horizon, they have to make a choice - push out a new gen early, or risk waiting years for a new gen. I'd put money on the fact that they would rather skip a mediocre sales number in a 3rd version in order to capitalise on A) the anniversary, and B) the last leg of the 3DS before they have to start working with brand new tech.
And with the timing of the new console in mind, they may as well phone it in with Red/Green remakes again if they bother with "Z", since like you said, they can just rehash. But I doubt that they would, since that undermines the remastered R/G/B/Y they are releasing next week.
I think it is well within the realms of possibility that they would go direct to a new gen right now. Likely even.
