The only one that Sugimori drew out of this bunch is Lillie. The other characters were drawn by Yusuke Ohmura, who also drew the protagonists of Black 2/White 2.

It looks to me that Sugimori only did the artwork for Hau, Lillie, and the Prof., while Ohmura has done everything else including the Pokemon. However, it would seem that while Ohmura has drawn the protagonists for the first time since BW2, they seem to be based off a design Sugimori came up with. The clothes and general design, especially for the male trainer and his autism shoes, are definitely something Sugimori is behind.

I'm almost certain they left the protags intentionally generic looking to pave the way for more customization options.

I think the reason ORAS didn't have it was because they thought Brendan and May were too recognizable so this makes sense.

There's also the fact that their models are actually smaller/shorter than the XY protag models. They'd probably have to redo all the customization assets.

If there had been enough of an impetus to do it, they might have, but as you said: Brendan and May were always specific designs. Even if they change them, that's just part of the remake nature of the game.
