Gen 2 byfar. This also extends to HGSS, which are very comfy due to the walking pokemon.
Johto has always had the best culmination of "little" features left out of other games that make it the most comfy.

Not even kidding.
No difficulty, just calming atmosphere. The music in general is softer than in previous gen's. Color Saturation is visibly lighter.

And of course, gen 6 gave us ORAS which has Route 120 which at night becomes the single most comfy spot in the entire franchise
