For the most part it's a quaint item to put on your scyther or sneasel, already fairly viable offensive NFE's, they wouldn't go up a tier or anything from this.
Unlike eviolite half the effect is generally wasted as most pokemon are not mixed attackers, but when it comes to defending you're gonna be taking hits from both sides of the spectrum.
Evolved forms are generally better offensively with better offensive moves (support moves tend to be on prevos for eviolite) and similar options in offensive items. While they don't have no drawbacks the drawbacks are negligible if you aren't shit at the game. And as I said earlier, very few pokemon are mixed and even fewer prevos are.
And lastly, when it comes to fully evolved mons and having items that raise their bulk, there's just no really good options. The assault vest is hilariously crippling to support pokemon, there's no physical options at all outside mere deterrents in the rocky helmet.
So overall no I don't think it'd effect much at all, not like eviolite does anyway.
