I've always imagined on a broad level, if a pokemon is mostly a normal animal that uses or is connected to an element, then it'd be Normal/Whatever. Like Pyroar is a lion with fire powers.

When a pokemon is actually made up of the element, then its pure Whatever, like Slugma being Fire type.

Kind of misleadingly worded, since the combinations where it doesn't gain a weakness, it drops down from a resistance to regular effectiveness. Not devastating, but not nothing.
