That's exactly what it's trying to say. The official website even talks about how the time shift between versions was implemented to make sure each version felt different.

So then what makes Black the red version? Or Black 2, since it's cover art is primarily blue and black?

Calling it the 'red' version is goofy, but Diamond, Black and X are the 'primary' games for their gens.

Interesting to note that the first 3 Gens were red (primary) and blue (secondary) while 4, 5 and 6 were blue (primary) and red (secondary), I'm sure it doesn't mean shit, but I think it's kinda neat

Normally I research what Pokémon are exclusive to which version but I fucked up with X because Dragalge is my favourite gen 6 Pokémon.
