I really thought they might start moving away from him, he's been a really boring character for ages and now after the Kalos League flub I'm sure he's at an all-time low in ratings. I guess it wouldn't be Game Freak if they didn't double down on shitty decisions, though.

Not exactly, the only thing that's added to Yellow is that you get Pikachu as your starter, the ability to get all three Kanto starters in-game instead of having to trade for them, changing around some version-exclusives, and battles with the Team Rocket trio. Outside of those the game is just another version of Red or Blue.

You're also forgetting Surge's and Giovanni's teams being different, Pikachu's level up moves being moved around, the addition of having your starter follow you outside the pokeball, and the rival being Gary with Eevee as his starter. But yeah totally not any different than red or blue
