Frustration was created as a blatantly shittier counterpart for the sake of it and should be left behind much like Flash and Cut.
But I am also of the opinion that they should increase the number of TMs. With the ever expanding move list and shifting learnsets, keeping TM total down is going to hinder Pokemon when they lose access to a useful move.

If it wasn't for Smash Bros I'd flat out forget it exists. Every time I think of Venusaur, I think of the sound and animation from Smash Bros where it uses Frustration.
