>>29496618) has the right of it. They are trying to hit the 1000th Pokémon milestone, gen 10 milestone, and 30th anniversary all with the same game. It explains the lower number of new Pokémon the last two gens.
THAT SAID, They do seem to WANT to add more without inflating dex numbers, which is why we got Megas, Alolan Forms, Schooling, Lycanroc forms, etc. Adds to the number of Pokémon without increasing the dex size.
So I could VERY MUCH see a game giving us 50 new Pokémon, and then 100 regional forms.
