Blue does not use a starter in his GSC or HGSS or BW2 Teams; having him use a starter then canonizes which starter Red took, which Gamefreak does not want to do.
Blue uses Tyranitar in his rematch team for FRLG but never again, same as Heracross. I would guess Rhyperior, Machamp and Tyranitar would be the 3 potential choices for his 6th team member but that'll purely come down to Gamefreak, because Rhyperior is mediocre and Gamefreak is known to swap out Pokemon that are known to be unused, in order to make the Champ level teams in game seem more legit
