So upload at original higher resolution: 540 px looks shit but the users can download to a maximum of 1280 width
Upload at downscaled resolution: 540/500 px looks fantastic but the users can't download anything larger although it can be bypassed by uploading a separate copy to imgur or deviantart for example, but I don't think many artists want to do that. It's artistic conceit, again, because people don't like looking at messy linework and downscaled work offers the illusion of perfect linework.
DA suffers from the same problem, which is actually really shit for an art website. Twitter takes it even further by introducing awful compression artefacts into pure artwork.
The Waifu2x upscaler uses already existing information and tries to make something out of nothing when it upscales, so the quality of the image is still reduced when enlarging, but it has better guesswork then using MS paint or photoshop or anything else commonly used to enlarge.
