you need to make them at least competitive speedwise unless you rebalance the defense or make the attacker who goes second less likely to miss or something.

Avoiding further speed creep would work by just making sure most pokemon don't go over a certain number and keep them in a specific range.

Avoiding speed creep doesn't mean make everything slow as balls.
