Other than Brock, there's just the Kimono Girls and X/Y Tourists who are explicitly Asian.
Everybody else just has the blank slate light-skinned anime look. There are no distinguishable features between characters from PokéAsia and PokéMurika. They're not White, 'nor Asian.
