Hello, I noticed I got banned about an hour ago on my 3DS, the only cause I can think of is going online once in Moon. I asked others and they have been banned as well. Has anyone else gotten banned?

CIA files dumped from game carts, like the SM leaks, don't have a proper version flagged as they are digital installable files made by homebrew tools.

Actual eShop packed content will have the proper versions hardcoded and signed.

It has nothing to do with incomplete or new versions.

This is a new error code. It occurs when you attempt to connect to a Nintendo Network application and your system happens to be restricted. The error has been documented to happen on the 3DS, but it's currently unknown if it can happen on the Wii U. It is a special ban because it uses the MAC address, which means it cannot currently be circumvented without using another Wi-Fi card in your console. Do not get confused, every single other ban tracks the serial number, this is so far the only one which uses the IEEE 802 MAC.

Festival plaza is the online part right? Does just clicking it immediately put you online or do you have to do more? I remember randomly clicking it like on the third or so day of the leak and when i was transported to a new area i instantly shut off my 3ds because it looked like some kind of online hub. Think i saw an npc by a castle or some shit but i didnt interact with anything. Friend list works, and i was able to jump online in monster hunter also so it looks like im ok.

All physical cartridge games have unique headers. All digital versions of games have no headers.
