First of all, what's to say that any of the 'white' characters you see aren't asian? I mean, there's a considerable asian population in Hawaii, where the setting is based. The game is also created by a Japanese company, who probably see light-skinned asians as the 'default'. Honestly, what's preventing people from thinking that Guzma, for instance, is asian?
Second, even if we are to assume ALL light-skinned characters are white, there are only two people in the game that could really be considered as 'villains'. As white people are more than 50% of Alola's population, both of the villains being white is likely, statistically speaking.
Thirdly, if we are looking at this in a broader, societal-based context, based on the economic situation of our current world today, what race is statistically more likely to say... have billionaires moving abroad and creating righteous (and possibly shifty) foundations? Though I sincerely doubt GF put that much thought into it - they probably just thought it felt 'right' when creating her character.
