You can tell there was at least a smidgen of effort put into garbodor. It's not remotely finished, but they did make an attempt.
This thing? Absolutely inexcusable. Literally just an icecream cone. Not icecream cone that we then added some details to. Not an icecream shaped thing. Just an icecream cone, with a nonsensical straw coming out of its forehead.
And just in case you thought they spent all their effort on its concept in a way not immediately obvious, like psyduck having psychic powers during its headaches, it's dex entries all confirm they put just as much thought into its lore as they did it's design, all of them basically just re-confirming "this pokemon is an ice type that does ice things"
You couldn't make a more obvious dex filler.
