Lillie starts as a little girl mistreated by her mother. Finally she decided to break free and took Cosmog with her to protect it and help it.
Kukui and his wife helped her help Nebby, and then she met the player. Through the player's journey Lillie's development takes place, and this is the most important part.
When you help Nebby at the bridge she gets surprised and immediately grows attracted to you thanks to your selfless act, as she writes in her diary. After you get your starter and before battling Hau she tells you she doesn't like pokémon battling, as pokemon just get hurt in that process, but she would watch it. You need to have in mins two things here: 1) her experience of human/pokemon relationships are the terrible experiments she found her mother doing at Aether; 2) she thinks of you as a trustworthy person for helping Nebby and protecting her earlier.
After those events, she decides to accompany you and Hau in your journeys, motivated by the way both of you act towards pokemon. From there, all little aspects of your journey have influenced her. When you conquered your Grand Trial in Akala, she was there to tell you how she was perceiving your journey and your achievements so far. From there, Lillie changed and went from a spectator role to a more active companion.
Once you and Hau return from Aether Paradise and arrive at Malie City, we can see Lillie researching about Cosmog and the legendary pokemon, and it's there that she learns about the rituals you nust perform in the Altar. She befriends Acerola and while you're between Mt. Hokulani and Tapu Village she travels with her. Later, you meet her briefly and proceed to chase and take on Team Skull while she's captured by them and taken to Paradise.
