It also matters that Team Skull is all around more characterized and present throughout the game. Team Aether is deliberately squeaky clean until the base invasion and that's their only real spot light. There's more narratively to latch onto, more of a character to work with.
But yes, Aether Foundation Employee doesn't get enough attention.
