The first two are in the Monster egg group, i.e. kaiju, so they get elemental moves.

Normal types just have big movepools. The furry ones tend to get electric moves because fur = static.

I'm not really sure that fur = static for persian. I always headcanon'd it was something to do with its gem conducting energy or its whiskers being antenna somehow, the random monsters firing beams thing could just be it.

They aren't. In first gen Pokemon were creatures witsh some special yet natural abilities (Normal attacks + some attacks from it's own kind). TMS are teaching machines with no rules. From gen 3- it started to get weird
