Primarina is amazing in UU (Top 10 most used mons before the bans to all the broken stuff) and also was on the top 30 in the last competition. Being ""worse"" than Tapu Fini doesn't mean much, she's still one of the best water type special attackers in the game.
Also comparing Prima to Fini tells me it's you who don't know shit about competitive, at least compare her to Lele if you really want to critize her.
Primarina was also used in one team on the OU Smogon Premier League, now that i think about it.
