The change this generation is that your Mega Speed stat is now used the first turn, while in gen 6 your non-mega Speed stat was used.
For Pokemon that gain speed such as Lucario or Beedrill, this was a massive buff as now they aren't gimped by their non-mega Speed initially.
For Pokemon that lose speed such as Mega Garchomp, this was a nerf. But hey, who the fuck used Mega Garchomp anyway.
Swampert gains 10 Speed upon megavolving, which is decent. So in Rain it went from 120 Speed to 140 Speed, which is a solid boost. But is Speed alone enough to bring Swampert back into relevancy? That is the question.
