>>31914419Probably because the stock art and sprite animation for Oshawott in BW1 completely miss its main charm point with Dewott being the only part of the line to show it off at all with its sprite in BW1, while the anime, BW2 stock art, and animations for Oshawott in every game since BW2 actually show it off.
The scalchop is THE key piece of the design. It's both the part that made it the least appealing in early Gen V when it just looked like they glued a shell to an otter's stomach, and the the part that helped make Oshawott far more likable as the charming tool/weapon always at hand that it is.
