Speed is just combat agility, as in how quickly the pokemon can react and execute the move the trainer tells them, and this is why some fast pokemon can look sluggish if they can act quickly, or why some dex entries may say a pokemon is quick, but have it be slow in battle since it can't act as fast as it can move (slow speed build up times).

In-game mechanics don't apply to the lore, anon. In the game Pokemon have to take turns attacking and "dodge" isn't an option. The multimedia franchise of pokemon entertainment has consistently portrayed battles contrary to how to games portray them. So may I ask your source for

Orre is canon, but the reason its not named is because no one wants to acknowledge/cares about it/thinks it exists because its a hellhole wasteland where criminals roam freely

Cherish Balls don't contain actual Pokémon, but some kind of advanced hologram/clone of some kind given specifically as a gift. No one actually "has" the event Pokémon

I like to think that cherish balls are extremely rare status symbols and very few people could afford them which explains why you can't ever buy them. None contain legendaries because I have this other headcanon of one each, just shinies and other. regular pokemon that are highly desireable. Impress someone rich and powerful and you might end up getting one through mystery gift if you're lucky.
