They're not exactly into big sprawling story with all kinds of hidden aspects (though some people sure love to make videos pretending the do **cough**Gnoggin**cough**). What they say is generally what you get.
They may have used a seemingly younger version of her in the anime but I doubt she's under 19 in the games as a result of her saying that. 18 maybe but even that is probably too far off for how hamfisted they tend to be with their writing.
