Also, its special movepool is extremely bare bones given its ability and typing. Energy ball, dragon pulse and focus blast (which misses most of the time, hence the term focus miss) are really the only moves that it can use.
M-sceptile would've worked so much better if GF simply made it a physical attacker instead of a special one since M-sceptiles physical movepool eclipses its special one by an immense margin: For physical STAB alone in mega form it gets bullet seed, seed bomb and leaf blade the latter of which on top of being 100% accurate and a great solid 90 BP, it also has a high crit rate, and dragon claw and outrage.
The rest of its physical movepool runs very deep. It gets moves like night slash, crunch, x-scissor, quick attack, pursuit, aerial ace, brick break, rock tomb, low sweep, crush claw, focus punch, drain punch, iron tail and thunder punch! Those are all amazing options for a physical attacker! Compound this with the fact that it gets synthesis and swords dance and you've got something incredible on your hands.
But GF in their infinite wisdom decided to keep Sceptile's highest stat its special attack even in mega form while giving it an ability that plays into that shallow special movepool.
