Salvia doesn't have time due to her royal duties taking up all her time everyday. You see dawn go through them from meeting a lot of visitors to having public appearances.
If dawn wouldn't look just like Salvia them switching places wouldn't be possible.
The idea of the episode is influenced by the movie "Roman Holiday(1953)" where Princess Ann(played by Audrey Hepburn who Diantha(XY)is based of on) is sick of having her boring royal life of greeting visitors and attending gatherings(similar to what dawn goes through) and decides to run away to be free and do what she desires. To do so she changes her look(just like salvia dresses as dawn) to not be noticed. Princess Ann doesn't have a doppelganger though.
