So physical traits are not a reason, viability is not a reason, and lore (which ties to physical traits often) is also not a reason. If you get to that level to defend your point, then how does one, anybody, justify any move any pokemon learns, ever?

For example, gengar learns shadow ball. It could not, but it does. How do you justify that? if you were a gf intern in charge of building movepools it would be a literal nightmare.

The thing is in pokemon they never gave details on what is possible in the world and what isn't possible. There could have been certain rules of the pokemon world which gamefreak made public to explain what determines what and so on but they didn't do anything like that. This gives them the freedom select moves as they wish yet the fans think that there is some kind of rule that they should follow when it comes to deciding moves.

Like I said above, it is clear that physical characteristics is the rule of thumb that gamefreak follows. Most moves match the physical characteristics of the pokemon that learns those moves. However, since they did not set any rules they are free to stray away from the physical being the only determining factor. There is no justification required, it's a matter of game design, marketing, etc, but yes they still do use the physical as a rule of thumb.

Since they made TMs reusable and probably even before then they've really gimped Tm compatibility. Back in gen 1 most pokemon only learnt Normal moves and a few of its own type if it was lucky but they learnt fucking shit loads of TMs- since then they've broadened out level up moves but drastically reduced tm compatibility. Look at something like Liepard, if it was a gen1 mon it would probably be a whole lot better with options like thunderbolt, Ice beam, Psychic. Yeah Gamefreak are fucking annoying and weird

Fire types typically blast fire from burning spots on their body, a physical characteristic that allows them to use fire type moves. Every single fire type move Slugma can learn is because it's living lava. Now if that motherfucker could learn hydro pump, that would be an example of LOL IT'S MAGIC, PHYSICAL DOESN'T MEAN SHIT. But it CAN'T learn hydro pump. In fact, it can't learn any water moves. Or any ice moves. Why? BECAUSE IT'S PHYSICALLY MADE OUT OF LAVA. Its physical characteristic plays a part in what it can learn. In fact, once more, no fire types can learn hydro pump aside from Volcanion because it is physically a fucking steam engine.

Necrozma arguably should use dazzling gleam. It doesbt matter why you think game freak decided it doesn't. That does not invalidate the point that it should.

Second of all gamefreak not giving an explicit explanation for what determines a pokemons move set does not give them immunity to scrutiny, especially when their MO is CLEARLY that a move set is based primarily on a pokemons theme and physical/mental attributes.

Just because you pretend like you know why gf does what they do doesnt mean that these moveset anomalies are not ridiculous.

You are an idiot if you think that 1: gamefreak would ever explain why mons have their movesets and 2:that a lack of explanation is so they can get away witg incinsistancies.

The lack of explanation is most likely because the fact that movesets are determined by theme and physical/mental traits is so ridiculously obvious that they would have no fucking reason to have to explain it.

Luxray line has claws - yet it can't learn scratching moves, and don't even get it's signature move described in the dex:
