Only because the main game is so fucking gimped and short. Johto is the smallest region. (Alola has the least towns/cities, but it has more routes,other areas)
You reach the champion at an average Lv 45-50. So the post-game is really just the rest of the full game, considering you finish Kanto at around level 60-65, which is when you finish the MAIN game in most other Pokemon games.
