They features that "third legendary", expand the story a bit, maybe add a new form or move or tutors or whatever, but there's nothing big and game changing. It's just "gen #, special story edition + small meta update"
USUM literally has already done more than any of those by introducing entirely new pokemon mid gen, that's pretty big. Other than that this is literally exactly what they've been doing for years, I don't understand how this is any worse than it was before or why anyone was somehow expecting different.
