The game is heavily inspired by Earthbound, and this would explain the star man uniforms worn by the two cat-like abominations in the pic you quoted. You see, those two disgusting creatures are cosplaying as two characters from Undertale, who are known as "Sans" and "Papyrus." The autistic tween (which, by the way, happens to be one of the main demographics of Undertale, If deviantart and tumblr are anything to go by) that drew this piece, like many semi-reasonable individuals, liked Undertale and respected it's quirky humor and message about peace. This artist decided, through a complex mixture of common sense and de-humanizing autism, that they should draw his/her own characters wearing costumes of their favorite characters from the game, one of which (papyrus) happens to have the starman insignia on his uniform, as reference to Earthbound.
