Probably never because they have a weather dedicated to them. Sure, Grass was tied to intense sunlight but it came at the cost of increased Fire damage.

No. It DESERVES a cross-gen evolution in Gen VIII. Fire/Steel. It would be great, it gets a lot of choice move options like Yawn, Amnesia and Recover.
