As Landorus is a minor legendary, it will always be in the same group as things like Zapdos, Cresselia, Regis etc.
The far more likely thing is that, in the next generation, some of Landorus's tools will be nerfed. Something like intimidate only affecting one of your opponent's Pokémon, or Rock Slide being reduced to 10% flinch chance. That's the sort of thing they did to nerf M-Kangaskhan and M-Salamence.
