Bulletproof, as situational as it may be, is still less situational that long reach as bulletproof grants stops certain moves dead in their tracks and thus has more use than long reach, which only makes it so that your physical moves never make direct physical contact which is practically a non-issue in todays meta since you rarely (if ever) come across a situation where that would be an issue.
Also, "an actual movepool"? Sorry, Chesnaught has you beat there too. What does Decidueye have for coverage? Leaf blade, spirit shackle, brave bird and U-turn. I'll give you this: those are legitimately some good moves Decidueye gets but those are also really the ONLY ones Decidueye has to begin with. Everything else is either crap (steel wing), redundant/outclassed (shadow claw), low power (smack down/low sweep), or is rendered borderline useless thanks to Decidueye's stat spread (synthesis/roost)
Meanwhile, Chesnaught has:
Hammer arm, drain punch, stone edge, rock slide, rock tomb, shadow claw, payback, thunder punch, earthquake, seed bomb, wood hammer, poison jab, iron head, iron tail, body slam, dragon claw, and zen headbutt. And those are just the moves that cause damage.
