You know what, this actually sounds interesting, though instead of just silence, I'd have natural noises in the background such as rustling noises or the sound of the wind (in an ominous way)

Though I do like the idea of a silent leader who has a henchman to do the talking for him. It really contrasts all of the leaders we have had so far, especially Ghetsis and Lysandre who made public announcements and speeches to the people of their regions

Well, it's nice to have some opposition to your character throughout the game that isn't your rival. Plus, GF is too lazy to loop Legendaries into a game's story if they aren't connected with the evil team somehow.
