That's not how it works, they've said so again and again, just because you decide not to design a pokemon based on this cool bird you won't be suddenly inspired to draw a roadroller kaijuu. Creative work isn't based on numerical constraints and imagination resources.
Besides, of all the ones you mentioned the only unnecessary ones are the pikaclone and the legendary trios.
Rodents and birds are the region's common animals. A region will always feel truer and more unique if it has its own common mons instead of importing them from elsewhere.
Quick evo bugs are there to teach about evolution mechanics... plus being the bug type's whole gimmick. What would you consider the quick evo bug of every region to be anyway?
Fish... like, duh, OF COURSE you're going to have things inhabiting water. Do you want to axe one entire group of vertebrates just because?
As for pseudo legends... well, I agree it doesn't have to be a dragon every time, specially now that dragon types aren't oh-so-rare anymore with stuff like altaria, vibrava and exeggutor prancing around.
