I know that if I were a skirt wearing girl living an active outdoors lifestyle, where falling down or climbing or any number of such factors that could compromise one's dignity abound, I would certainly wear shorts underneath. This would make things so much easier for the producers of the anime and games, as they wouldn't have to worry about the camera angles or have contrived magic skirt physics to avoid pantsu-shots.
