Freeza can reasonably be coexisted with as long as he gives up his vendetta and leaves Earth alone which he very well could have. Freezas overall goal was just business, with pain as a tool. Cell existed solely to cause pain and suffering, and every fiber of his being is biologically driven to torture and murder innocent people because thats how he gains power
It's a preservation of Cell's threat level that they couldn't even bring him back to save the universe
