Except Meganium was OU viable in Gen II.

Chesnaught is also more viable than many of the Grass starters ingame. Venusaur is great, Meganium is not that good, Sceptile is by far the worst in OG Hoenn and still has a mediocre midgame during ORAS, Torterra starts out amazing and gets less and less useful towards the end, Serperior is not very good without it's hidden ability, and Decidueye is atrocious, especially in the Ultra games.

Chesnaught is actually one of the best grass starters competitively speaking. Its movepool runs deeper than any of the others and makes for a great physical tank.

The ultimate failures are Decidueye, Torterra and Meganium.

This is not true. Turtwig has an absurdly good earlygame while Piplup is sheer trash until it becomes Empoleon. You can argue Empoleon's late/endgame is more valuable, but Turtwig compares pretty well.
Infernape blows both of the other two out of the water though.

I'm counting based on how viable each mon is in the highest tier it's usable. Decidueye is C+ in UU, chesnaught is C. Therefore, decidueye is placed higher.

Sceptile stats and movepool were consistent in Gen 3. It's STAB was special and it's special movepool was actually decent (Dragon Claw,Thunderpunch, Crunch, Pursuit(yeah, it used to be able to actually use this)). Shame the Phy/Spe split wasn't kind to it
