Probably because there's a pretty omnipresent sentiment that the only Pokemon that are good are the ones that can evolve, so they tried to even things out with a bunch of Pokemon that have gimmicks rather than evolving and getting stronger.

It's easier to show the illusion of 'more pokemon' if they are different.
80 new pokemon with lots of evolutions looks worse than 50 distinct ones. They can create a design and ship it without thinking about how it could change into something else.

Decent (read: Not good) speed/attack, but you better one-hit anything, because otherwise it just falls apart. Fighting is ridicolously common, and ground isn't rare either.
