Anyone else loves it when the character design of a gym leader of elite 4 member doesn't have any peculiarities linked to their favored Pokémon typing? Phoebe is a great example as she doesn't even look like a Ghost trainer.
Post more examples.

There were a lot of these in gens 1-3, after that they tried to make gym leaders a bit more unique looking

In RSE Brawly didn't look particularly "Fighting" type. He sounded more like a Water-type trainer, training in the "rough waves". Of course ORAS changed that by adding all of the exercise equipment into his gym.

Not really, that stereotype can be described as cool, icy, cold, ice queen, etc. in both english and japanese.
Her gimmick is being logical and cool-headed.

which is weird because you think shed used to be a electric gym leader since she has magnemites magnetons that she battles with and an ampharos that she doesnt battle with but i guess she used to be a rock gym leader and use onix.

I thought Phoebe was meant to be a juxtaposition of a sunny persona with a typing associated with darkness and night time. It goes beyond "nothing ghost like" and into being actively opposite what you would expect.

Hair can look like a bedsheet ghost.
Color scheme is faded, pale as if it were as some ghosts keeping their clothes can appear as faded versions of themselves..
While not of the same design, headband is likely because Japanese ghosts can be depicted with one.
