Proto-bayleef is the seed sprouting/budding

Not sure why so many people aren't seeing the connection between betaleaf and the rest of the line and claiming it's from a scrap evo line.

The ditto like thing is mix of Meganium and Chikorita's features.
The face is Chikorita and the antennae are from Meganium.

I mean, the other two starters were just getting bigger, so I don't see why anyone would think it's supposed to be modern bayleef

It's cool, but Bayleef is one of my favorite Pokemon so I'm glad they changed it.
That second stage could easily work as it's own line though.
I hope the leak doesn't make them doubt about ever reusing these.

The pic you posted is an artist's rendition of what they saw when they played the demo - it was drawn from memory, so it's not entirely reliable. The pic in OP actually shows Beta Chikorita's sprite from the very same demo. It clearly has two eyes and defined legs - it's the same as the one we got in the retail versions.
