The problem with defog is that, while it's effects were worse than dark caves, it was still a completely avoidable HM, so people would avoid using it and then bitch about it's effects even though they have the solution to them. It would be as if surf were optional but if you tried swimming it would be 1/80th the speed of surfing. People would bitch just because they won't use the solution.
Still yet, the underlying problem with everything here is that the series was over 10 years old at this point and gamefreak was STILL clutching onto HMs for dear life even though everyone hated them.
