You don't actually know if it can learn them or not because there isn't anyone to teach it some moves. If Gamefreak somehow created a tutor for every single move Mew would very likely learn them all.

It just means we don't know the method of teaching it those moves.

It can learn every move people have figured out how to put on a TM/HM or tutor. So the moves it's not able to learn is because people don't know how to teach that move to a Pokemon yet.

Wouldn't that cause issues with the Move Reminder? Unless it was scripted to not have it in its level-up moveset, but just always come with it, I suppose

Mew can't learn the elemental hyper beams, or the pledges, or any of the legendary signature moves, or draco meteor, even though they're tutors.
