The Leader is terrible with puzzles, thus it's simply an underground arena with an audience. You have to defeat four Trainers in a row before getting to fight the Leader. Oh, and there's this terrain/field effect within the Gym that Boosts the power of Poison type moves, allows Venoshock to double in power and Venom Drench to activate regardless of poisoning, and Poison Gas and Toxic can affect Poison and Steel types. By some magic bullshit, the toxicity of the terrain weakens Ground type moves. (Note: Venoshock's power cannot be boosted further via poisoning)

The Leader had so much fun during the battle that he says he WILL battle the player again. He does, multiple times within the story. He changes up his team (but not his Muk and Nidoking) and his strategies and appears when you least expect. Outside a cave, in front of a Pokemon Center after you enter it, playing double agent for the evil team, or even appearing in other people's Gyms!
